Dr Howard Robinson – Chief Executive and Company Secretary

Howard joined the RSTA in 2009 and has been involved with the road maintenance industry for over 30 years having held senior positions with Tarmac Group, Wimpey Minerals and Nynas Bitumen over this period. Howard sits on various CEN and BSI committees dealing with road materials and represents the UK on CEN Committee TC227 WG2 responsible for European Product Standards for Surface Dressing and Slurry Surfacings. He was appointed Convenor of TC227 WG2 TG1 in 2016 which manages European Product Standards for Surface Dressing. Howard is the chairman of National Highway Sector Scheme 13 technical advisory committee for the supply and application of surface treatments to road surfaces and secretary to Sector Scheme 23 for Small Scale Pavement Repairs. He represents RSTA on the UK Pavement Liaison Group (UKPLG) chaired by Highways England dealing with updates to the Design Manual and Specification for Highway Works and is a member of HiTAC (Highway Technical Advisory Committee) which deals with HAPAS product certification schemes. Howard chaired the industry panel responsible for updating the Surface Dressing Design Guide – Road Note 39 (7th Edition) in 2016.
Howard has been a Visiting Professor at Liverpool John Moores University, School of The Built Environment since 2001 and has chaired the annual LJMU Asphalt Pavement Engineering Conference since its inception in 2002. Howard has been actively involved with industry level research and development since entering the industry in 1985 with over 30 papers published relating to bitumen, asphalt, concrete, recycling, industrial slag materials and road surface treatments. He has also presented at numerous UK and European industry conferences and is a regular speaker on the industry conference circuit. He holds a Ph.D. in Physical Chemistry and is a chartered chemist, chartered scientist and was made a Fellow of the Chartered Institution of Highways and Transportation in July 2013.
Kathryn McCracken – Administration Manager
Kathy joined RSTA in November 2013 as Administration Manager. Kathy has extensive experience of office administration from working for over 30 years with a number of organisations including the Shropshire Chamber of Industry & Commerce, the British Industrial Fasteners Federation Training Centre and Condover College and also ran her own business for a number of years.
Marianne Singleton – Administration Support and Assessment Centre Co-ordinator
Marianne joined RSTA in February 2015 having previously worked for 20 years in the banking sector in various business support roles for Staffordshire Building Society and the Cooperative Bank. She is a prime point of contact for the RSTA Assessment Centre dealing with NVQ registrations and CSCS cards.
Kevin Pickering – Training and Assessment Manager
Kevin was appointed as Training and Assessment Manager in February 2016.
Kevin has over 35 years experience working in the road maintenance industry. Prior to joining RSTA he worked for Colas Ltd as Contracts Agent organising and overseeing the daily running of the Surface Dressing operations and had previously worked in a similar role for Balfour Beatty Infrastructure Services. Earlier roles included Contract Supervisor at South West Tar Distilleries Ltd and as Materials Laboratory Technician for Hampshire County Council. Kevin’s role is to primarily support the provision of training and assessment services for members and also deliver CPD training on RSTA courses.
Howard Cooke – Chairman
Howard Cooke, Managing Director of Asphalt Reinforcement Services Ltd, was elected RSTA Chairman at the 2017 Annual Conference held at the Belfry Hotel.
